Scholarships Awarded to Four Children of Local 400 Members

MeKel Mock of Manassas, Va. was one of four recipients of the 2017 FELRA Scholarship.

Four children of Local 400 members have been awarded Scholarships to help fund their college education in the 2018-2019 school year.

The FELRA & UFCW Health and Welfare Scholarship Fund provides $2,500 scholarships to help cover the cost of higher education for Local 400 members who work at Giant, Safeway or Shoppers, and their families. It is funded through the union’s collective bargaining agreements with these employers.

Over the years, hundreds of Local 400 members and their children have received a helping hand from their union making it easier to attend college and have new opportunities to realize their dreams.

The 2018 FELRA Scholarship Winners are:

Melanie Alonzo of Springfield, Va.
A freshman at George Mason University’s Volgenau School of Engineering, Melanie graduated this spring from West Springfield High School, Over the past four years, she volunteered at her local library year-round, and she was hired as a library page near the end of her senior year. In college, she plans to major in Computer Science. After receiving her degree, she hopes to be able to start a career in government or related agencies. Melanie’s father, Eduardo Alonzo, works at Shoppers. “My first thought was that I was dreaming,” she said of her reaction to learning she had won the scholarship. “After the shock settled in I was immensely grateful for the honor and the opportunities that this award has opened to me.”

Ashley King of Chesapeake Beach, Md.
Ashley graduated from Huntingtown High School in Calvert County, Maryland, this past Spring. She received honors all four years and participated in the varsity soccer program, as well as other clubs. She is now a freshman at the University of Tampa, where she expects to double major in International Business and Spanish. Over the long run, she hopes to work in Spain or another Spanish language country in marketing or domestic relations. Her mother, Virginia King, works at Safeway. “When I received this scholarship, I was very excited,” Ashley said, “not only that I’m one step closer to going to the school of my dreams but I’ll be getting an education that nobody can take away.”

MeKel is a freshman at Columbia College in South Carolina, having graduated from Stonewall Jackson High School in Manassas last spring. There, she took the International Baccalaureate (IB) program, an intensive course of study that also emphasizes community service. To fulfill this requirement, MeKel built a little free library in her neighborhood. She was also part of her high school’s varsity cheer and lacrosse teams, and is a member of the National Honor Society. At Columbia College, MeKel will major in Psychology and has long-term plans to work to ensure that everyone with a mental illness gets treated and helped without fear of being judged. She will also play college lacrosse. Her mother, Patty, works at Giant. “When I found out that I had won the scholarship, I was speechless,” MeKel said. “I am so grateful that I was selected to receive this scholarship, and words cannot describe how thankful I was, and continue to be.”

Justin Smith of Alexandria, Va.
A 2018 graduate of Bishop O’Connell High School in Arlington, Va., Justin is attending Old Dominion University this fall. In high school, Justin played varsity basketball and volunteered as a tutor at his local community recreation center. In college, he plans to major in biology, with an eye toward attending medical school and becoming an anesthesiologist. His father, Ainsworth Smith, works at Giant. “I was shocked,” Justin said of receiving the scholarship, and he is grateful for the help it will provide.

About the Scholarship

The UFCW & FELRA Scholarship Program expects to award scholarships to a select number of eligible participants and their dependents who will be enrolled in an accredited college, university, community college, vocational school, or trade or technical school as a full-time student in the Fall of 2017.

Participants and their dependents are eligible to apply for a scholarship award if, as of December 31, 2016, the participant completes at least one uninterrupted Year of Service and is actively employed by Giant Food, Safeway, or Shoppers Food Warehouse. In addition, on December 31, 2016, dependent child applicants must be under the age of 24, unmarried and a dependent of the participant for federal income tax purposes.

Applicants who submit preliminary applications and meet the initial scholarship award requirements will be mailed a full application in early January 2017.  

IMPORTANT: If your dependent does not have medical coverage through the Fund Office, please include a copy of a marriage certificate (if spouse), or birth certificate or custody order (if child) with the preliminary application.

By now many of you may have heard about the potential sale of some Giant stores as a result of the Ahold/Delhaize merger. The stores that will be offered for potential sale are:

It is in situations like this that being a Union member is most important. Our Union will do everything possible to make sure any potential buyer preserves the jobs of all current members and all the terms of our current contract.

Many of you remember that Giant has changed hands several times over the last 30 years, but Giant employees, members of our Union, have always maintained their contract and no members lost their jobs.

I have already written to Giant’s representatives (you can read the letter here) to remind them of their obligations to you as employees with a strong, binding collective bargaining agreement that you have fought hard for. We will continue to monitor the situation, and the staff, attorneys, and other professionals who work for our union are prepared to do whatever we can to preserve your jobs and our contract.

In the meantime, we will keep you informed through our stewards, staff representatives, our website, Facebook, Twitter, and other means of communication, of any developments as we learn of them. We need to stand strong together as Union members and be willing to do whatever is necessary to protect what we have.

 And remember – without our Union, employees would be nothing but an afterthought in this potential sale. With our Union and our solidarity, we are an important and strong player and have the means to preserve our wages, benefits, and our jobs.

Let’s work together over the coming weeks and months to make sure we stand strong and stand together.

Maintains Health Benefits, Retirement Security, Standard of Living
LANDOVER, Md., December 17 — Members of United Food & Commercial Workers (UFCW) Local 400 today voted overwhelmingly to ratify a new, three-year collective bargaining agreement with Giant and Safeway that preserves their health and retirement security and increases their wages.

The bargaining was difficult and protracted, largely due to complications and additional costs imposed by the Affordable Care Act (ACA), but after a sustained campaign of member activism, management and UFCW Local 400 were able hammer out a strong contract. Notably, it is one of the few collective bargaining agreements reached in the retail food industry this year that continues employer-provided health care coverage for all current employees and most future employees. It also includes health care “Maintenance of Benefits,” meaning that Giant and Safeway will contribute whatever is necessary to the health care fund to pay all benefits.

“This is one of the best retail food contracts in the country,” said Local 400 President Mark P. Federici. “Unlike many other agreements, our members will keep their current health care benefits and won’t be forced onto the inferior plans offered through the ACA’s health care exchanges. Giant and Safeway will pay all benefits in full through the life of the contract and our members’ pensions will be properly funded.

“In addition, the collective bargaining agreement increases our members’ standard of living, and it’s one of the few contracts in the country providing all of its economic benefits in the form of hourly wage increases rather than a one-time bonus,” Federici said.

“It is the activism of our members that enabled us to achieve these gains and defeat management givebacks at the bargaining table,” Federici said. “Their dedication and solidarity in fighting for a better future is the reason why we have an industry-leading contract.”

“I’ve worked at Giant for more than 38 years and served on the Local 400 Executive Board and every Bargaining Advisory Committee for the last 28 years,” said Michelle Hepner, who works at Giant #243. “We’ve never had negotiations as tough as these, with two contract extensions. Management showed their greed and disrespect for us, but we worked long and hard and got a very good contract that keeps our health care, our pension, and premium pay for Sundays and holidays. We should vote to accept it.”

Vivian Sigouin, a Bargaining Advisory Committee member who works at Safeway #1431, said, “From what we started with, when the company proposed taking away part-time and spousal health care and taking away Sunday and holiday pay, we’ve come a long way. We have worked together as a union, we showed we are a union.”

“Management wanted to take everything away from us,” said Maria Gomez, a member of the Bargaining Advisory Committee who works at Giant #799. “But we told the companies we are strong. We told them we are ready to fight. And that is what made the difference.”

“It’s a great contract,” said Kuljeet Rathorne, who works at Safeway #1417. “We need money for food and bills so we wanted a raise and we got one; we wanted to keep our benefits and we got them, and a lot more.”

Over the course of the three-year contract, members will receive an average of $3.35/hour in additional compensation, including wage increases, and health, pension and other benefits.

The collective bargaining agreement takes effect retroactively as of November 1, 2013. It expires on October 29, 2016, and covers 17,000 workers. The previous contract was extended twice as negotiators sought to overcome the significant challenges before them.

“This contract will enable Giant and Safeway to maintain their dominance as the number one and two retail food chains in the Washington metropolitan area, while doing right by the workers whose productivity and customer service have lifted them to the top,” Federici said. “We look forward to implementing it and helping these chains expand their market share.”

Vote to be Held on December 17

Local 400 has reached a tentative agreement on a new contract with Giant and Safeway covering 17,000 workers. Members will vote on whether to ratify this agreement on December 17.
The previous contract expired on October 31 and has been extended twice. If approved, the new collective bargaining agreement will take effect immediately.

“The tremendous solidarity and dedication of our members was absolutely essential in reaching this tentative agreement,” said Local 400 President Mark P. Federici. “Our employers recognized that their workers were ready to do whatever it takes to achieve a fair contract and that they had the support of the community. This is what made it possible to overcome the enormous hurdles before us at the bargaining table.

“I urge all of our Giant and Safeway members to come to the ratification meetings, learn about the tentative agreement, and then vote their best interests,” Federici said.

** The meeting for Giant members will take place on Tuesday, December 17th at 8:00 a.m. at the D.C. Armory.

—2014 Candidate for Maryland Governor Stands Strong with Giant & Safeway Workers: As store actions continue, we had the support from Doug Gansler and his running mate Jolene Ivey at the Bowie Safeway on Tuesday morning. They braved the cold to inform customers about what’s at stake in our contract, collected pledge cards and hand delivered them to the manager on duty. Check out the coverage in the Baltimore Sun.
—We took a stand for increasing the minimum wage in Montgomery County and Prince George’s County and won! The wage will steadily increase over the next 4 years, reaching $11.50 by 2017. Check out the coverage from WJLA news. Monday, a D.C. Council committee unanimously approved a bill that would raise the city’s minimum wage to $11.50/hr. by 2016.  Details here.
